About The Pacific Northwest Center of Excellence for Clean Energy (PNCECE)
PNCECE is a statewide and regional resource that represents the interests of the energy industry and labor partners within the Washington State Community and Technical College system. We exist to narrow the gap between employers’ demands for a highly skilled workforce and the colleges’ ability to supply work-ready graduates. We convene industry and labor to help drive workforce development initiatives — and coordinate community college resources after industry and labor set the direction.
Our work focuses on employees within electricity generation, transmission, and distribution, which includes energy efficiency and smart grid; and the emerging technologies that affect the industry – such as battery and bio-technologies, fusion, hydrogen, solar, and wind. Our state’s leadership has set bold initiatives that are driving quick changes in the industry to lower carbon emissions. We connect people to resources and help increase college programs and energy career awareness.
Position Overview & Description
Buildings are the most rapidly growing source of greenhouse gas emissions in Washington state. In 2019 the Washington Clean Buildings bill was signed into law and later expanded in 2022. The objective is to lower costs and pollution from fossil fuel consumption in the state’s existing covered buildings and multifamily buildings. The law also provides incentives to encourage building owners to make energy efficiency improvements earlier than required.
In Lewis County, there are 66 Tier 1 buildings of 90,000 square feet or more that are required to meet the Washington State Clean Buildings Standards by 2027. Currently, building owners lack knowledge and information about free services available and the implementation steps needed to ultimately have their facilities comply with the standard. The Building Energy Efficiency Fellow will undertake an outreach and building performance scope to support Lewis County building owners’ efforts to meet the WA State Clean Building Performance Standards. Additionally, this Fellow will be working with local utilities and their customers, including Centralia College, to support their efforts to comply with the new state law.
Responsibilities
With support and guidance from multiple technical partners, the Building Energy Efficiency Fellow will undertake a building performance scope and help craft a work plan to support Lewis County building owners’ efforts to meet the Clean Building Performance Standard. Responsibilities include but are not limited to:
- Outreach to building owners including creating and providing resources with information regarding compliance, timeline, mapping, incentives, and materials to share with their building occupants.
- Direct resource support to aid building owner compliance, including: Assistance with gathering data to identify building Energy Use Index (EUIs) and EUIT, creating a package of templates for documentation that sites are required to submit for compliance, and offering remote support to organizations in completing their required documentation 4-6 hours per customer for up to 20 customers.
- Develop Operations and Maintenance (O&M) plans as required by the WA Clean Building Standard
- Development of Energy Management plans as required by the WA Clean Building Standard.
- Some local travel will be required.
Desired Qualifications
- Related degree and/or experience in fields related to energy efficiency, renewable energy, data analysis, building efficiency, and construction.
- Be comfortable with the basic functions of Google Office Suite, Microsoft Word, PowerPoint, and Excel.
- Be an organized self-starter and have excellent time management skills.
- Strong communication skills (writing, corresponding, speaking) with the ability to communicate with multiple types of organizations and stakeholders.
- Ability to work independently and carry out assignments, make independent judgments and/or decisions, and discern when action at a higher level is required
- Must be able to effectively manage multiple projects and maintain an organized and well-communicated workflow.
- Valid driver’s license with reliable transportation to be available at various sites 4-5 days per week.
- Follow all SEI policies, procedures, and guidelines.
